Selangor's affordable housing scheme puts subsidised units inside ordinary private townships. Here's how to tell if you qualify.
Rumah SelangorKu (RSKU) is the Selangor state affordable housing scheme, and it's one of the few genuine routes into property ownership for households priced out of the open market. Semenyih has RSKU stock because the scheme works by requiring developers to build affordable units inside qualifying private projects — so the units sit within ordinary townships rather than in separate estates.

Who can apply
The core eligibility conditions are consistent across LPHS guidance:
- Malaysian citizen, aged 18 or above
- Residing or working in Selangor — both your home address and workplace are taken into account
- You must not already own property under the standard LPHS route
- Household income within the ceiling for the unit type you select — household means you and your spouse combined
- One application per household, and you select a single unit type per application
- Owner-occupier requirement — the unit must be lived in by the owner. Renting it out breaches the purchase terms.
Two different routes, same name
This trips people up constantly. There are two application paths:
- Rumah SelangorKu (LPHS) — the standard route, merit-ranked through LPHS's own system, open only to applicants who don't already own property.
- Rumah SelangorKu (Pendaftaran Pemaju) — the developer-registered route, which in some cases allows an applicant who already owns one property to apply for a second unit.
These have different applicant pools and different name-list processes, and the structure can vary by project. Confirm which route a specific project falls under before you apply, because it changes whether you're eligible at all.
Unit types, prices and income ceilings
Units are split into five types, A through E, each with its own income ceiling and price point. Published LPHS figures put the price range roughly between RM42,000 and RM288,000, with income tiers spanning approximately RM3,500 to RM14,500 in household income depending on type. Older guidance cited a flat RM10,000 household ceiling, which is why you'll see conflicting numbers online — another reason to check the current table directly with LPHS rather than trusting a secondary source, this one included.

The moratorium matters more than people expect. RSKU's restriction period is shorter than RUMAWIP's ten years, but it still means you cannot freely sell for several years after purchase. If there's any chance you'll need to move or liquidate within that window, factor it in before applying.
How to apply
Applications are online only — there is no paper form for the initial submission and you cannot apply in person.
- Register an account at ehartanah.lphs.gov.my, the official LPHS portal
- Select the correct registration category — Rumah SelangorKu is one of several on the system
- Choose a single unit type matching your household income band
- Upload supporting documents: IC, proof of income (pay slips or bank statements), employer confirmation letter if self-employed, and a statutory declaration for an unemployed spouse where applicable
- Submit and wait — successful applicants are notified by letter or email
RSKU in Semenyih specifically
Because the scheme embeds affordable units inside private developments, Semenyih's large townships carry RSKU allocations alongside their open-market stock. EcoWorld's Eco Majestic township includes affordable-tier residential precincts among its nine, sitting within the same estate as its open-market terraces and semi-detached homes — meaning the shared infrastructure, security and parkland apply to those units too.
Availability moves phase by phase and sells through quickly, so if this is your route, the practical step is asking a specific project directly which allocations are currently open rather than relying on any published list.
